To provide a photovoltaic power generation controller that makes it possible to increase opportunities at which a power storage device can be charged with power generated by a solar cell.SOLUTION: A photovoltaic power generation controller 32 for controlling a photovoltaic power generation system having a plurality of operation modes including a start-up mode in which a battery is charged with power generated by a solar cell panel and a pause mode in which power consumption is lower than that in the start-up mode, comprises: an environmental information acquisition unit 321a for acquiring environmental information on weather or features around a vehicle; an insolation state prediction unit 322a that on the basis of the environmental information acquired by the environmental information acquisition unit 321a and a movement state of the vehicle, predicts a change in an insolation state of the vehicle; and an operation mode control unit 323 that on the basis of a prediction result of the insolation state prediction unit 322a, controls the operation modes of the photovoltaic power generation system.SELECTED DRAWING: Figure 3
