To provide a photovoltaic power generation controller that makes it possible to appropriately charge a power storage device with power generated by a solar cell while suppressing power consumption of a photovoltaic power generation system.SOLUTION: A photovoltaic power generation controller 32 comprises: a determination unit 322 that on the basis of output of an optical sensor provided on a vehicle, determines whether irradiation light on the vehicle is solar light; and an operation mode control unit 323 that on the basis of a determination result of the determination unit 322, controls an operation mode of the photovoltaic power generation system. On the basis of the determination unit 322 determining that the irradiation light on the vehicle is solar light, the operation mode control unit 323 sets the photovoltaic power generation system to a start-up mode.
