To make it possible to construct a learning model for image recognition of a moving object while reducing the work load.SOLUTION: A traffic communication system includes an image sensor that captures an image of a moving object on a road and outputs image data, a reception unit configured to receive an uplink message including attribute data indicating attributes of the moving object from the moving object by wireless communication, and a generation unit configured to generate teacher data to be used in construction of a learning model based on machine learning, by associating the attribute data included in the uplink message with the image data output by the image sensor.
