To solve the problem in which a spoofing on-board radio cannot be detected when an application part of the radio was tampered.SOLUTION: A road-side radio comprises a first radio part that receives a radio data packet from an on-board radio and a first application part that processes application data. The first radio part comprises a radio data processing unit including a correlation processing unit that compares a data string in vehicle identification information and a data string in communication type information and determines whether or not the correlation exists in the data in the radio data packet. When the correlation processing unit determines the correlation exists in the data in the radio data packet, a first radio part outputs application data included in the radio data packet to the first application part. When the correlation processing unit determines the correlation does not exist in the data in the radio data packet, the first radio part treats the radio data packet as invalid data.SELECTED DRAWING: Figure 4
