To disclose an abnormal navigation vessel identification device and a method.SOLUTION: An abnormal navigation vessel identification method includes steps of: collecting track data of vessels navigating in an object area; dividing the object area into grating areas with preset size; learning the collected track data for every divided grating area to calculate learning data to navigation patterns of the vessels; classifying calculated learning data into the preset number of clusters according to the navigation patterns to be clustered; generating probability models by cluster by using the learning data by cluster obtained by clustering; and identifying an abnormal navigation vessel by using the probability models by cluster generated for every grating area.SELECTED DRAWING: Figure 1
