To provide a vehicle control device, a vehicle and a vehicle control method which can contribute to improvement in operability, safety and the like.SOLUTION: The vehicle control device comprises: a difficulty-level determining part 60 that determines lane change difficulty-levels; an operation amount threshold setting part 62 that sets operation amount thresholds corresponding to the lane change difficulty-levels; and a control part 64 that performs lane change on the basis of the fact that an operation amount of an operator is above the operation amount threshold. The operation amount threshold setting part sets the operation amount threshold to a first operation amount threshold TH1 in a first state where the lane change difficulty-level is a first difficulty-level, and sets the operation amount threshold to a second operation amount threshold TH2 larger than the first operation amount threshold in a second state where the lane change difficulty-level is a second difficulty-level higher than the first difficulty-level.SELECTED DRAWING: Figure 1
