To fly an unmanned aircraft while avoiding a flight prohibition area that changes with the movement of a movable body.SOLUTION: Movable body position acquiring means (102) of an unmanned aircraft control system (1) acquires mobile body position information concerning the current position of a movable body moving on the globe. Area setting means (103) sets a flight prohibition area in which the flight of an unmanned aircraft (20) is prohibited based on the mobile body position information. Flight control means (105) controls the flight of the unmanned aircraft (20) so as to avoid the flight prohibition area set based on the mobile body position information.SELECTED DRAWING: Figure 5
