To provide a technique capable of executing alternation of a flying object appropriately.SOLUTION: A control arrangement for controlling a flying object having an antenna for providing a wireless communication service to a user terminal in a cell by forming cells on the ground includes a first flying object covering an object area on the ground by a cell of first frequency band, and an alternation control section for controlling alternation to a second flying object, where the alternation control section controls the first flying object to use a part of the first frequency band continuously and to stop usage of the remaining part of the first frequency band, after the second flying object moves to a position corresponding to the position of the first flying object, and controls the second flying object to form a cell overlapping the cell by the first flying object, i.e., a cell of a frequency band not including a partial frequency band but including the remaining frequency band, and to stop formation of a cell by the first flying object.SELECTED DRAWING: Figure 1

    【課題】飛行体の交代を適切に実行可能な技術を提供することが望ましい。【解決手段】地上にセルを形成してセル内のユーザ端末に無線通信サービスを提供するためのアンテナを有する飛行体を制御する制御装置であって、第1の周波数帯のセルによって地上の対象エリアをカバーしている第1の飛行体と、第2の飛行体との交代を制御する交代制御部を備え、交代制御部は、第2の飛行体が第1の飛行体の位置に対応する位置に移動した後、第1の飛行体に、第1の周波数帯のうちの一部の周波数帯の使用を継続させつつ第1の周波数帯のうちの残りの部分の周波数帯の使用を停止させ、かつ、第2の飛行体に、一部の周波数帯を含まず残りの部分の周波数帯を含む周波数帯のセルであって第1の飛行体によるセルと重複するセルを形成させて、第1の飛行体にセルの形成を停止させる、制御装置を提供する。【選択図】図1
