To provide a turning controller capable of appropriately turning a vehicle.SOLUTION: A vehicle control system 1 includes a steer-by-wire system 90 and a brake system 910. The steer-by-wire system 90 includes: a turning device 500 that generates a torque needed to turn turning wheels 901 according to a manipulated state of a steering wheel 91 when the steering wheel 91 is mechanically disconnected from the turning wheels 901; and a reaction force device 400 that applies a reaction force to the steering wheel 91. The brake system 910 can independently control braking of right and left wheels. A reaction force control unit 11 includes a braking difference computing part that computes a braking force difference ΔBlr that is a difference in a braking force between the right and left wheels. When an absolute value of a reaction force motor rotation angle θr is larger than a first threshold θth1, high turn control of bringing the braking force difference ΔBlr to the right and left wheels is performed so that a turning radius of a vehicle 900 gets smaller.SELECTED DRAWING: Figure 1
