To attain optimization of an SOC use range during operation of a secondary battery system.SOLUTION: A battery pack control unit 150 is functioned as a secondary battery control device for controlling a battery pack that is a secondary battery. The battery pack control unit 150 comprises: an SOC estimation section 152 which estimates an SOC (charge state) of the battery pack; a voltage drop calculation section 153 for calculating a voltage drop based on an OCV (open-circuit voltage) and a CCV (closed circuit voltage) of the battery pack; and a use SOC determination section 154 for determining a range of the SOC to be used in charging/discharging the battery pack on the basis of a relationship between the SOC estimated by the SOC estimation section 152 and the voltage drop calculated by the voltage drop calculation section 153.SELECTED DRAWING: Figure 3
