To provide a technique capable of appropriately discriminating a probability of a fully occupied state of a parking lot.SOLUTION: A fully occupied state discrimination system comprises: a passed parking lot acquisition unit which acquires a passed parking lot of a parking lot that a vehicle passed; and a fully occupied state probability discrimination unit by which in a case where discrimination conditions that the vehicle is parked at a parking point that the vehicle arrived at after passing the passed parking lot and a user stays in a stay facility existing closer to the passed parking lot than the parking point after the parking at the parking point are satisfied, it is discriminated that a probability of a fully occupied state of the passed parking lot is higher than a case where the discrimination conditions are not satisfied.SELECTED DRAWING: Figure 2
