To provide a target recognition system for improving processing speed, a target recognition method, and a program.SOLUTION: A target recognition system includes: a first recognition apparatus 10 which recognizes the surroundings; a first processing unit 50, as a first determination unit, for determining whether to generate a new target or not on the basis of a recognition result of a second recognition apparatus 20 which recognizes the surroundings; and a new target generation unit 60, as a second determination unit, for determining a position of a target which has been recognized before by use of at least a determination result. The first processing unit 50 determines whether over-detection has occurred in the first recognition apparatus or the second recognition apparatus.SELECTED DRAWING: Figure 1
