To provide an observation device, an observation method and an observation program capable of acquiring environment data between the sky and the vicinity of a ground surface, in a prescribed geographical range.SOLUTION: An observation device 1 comprises: a plurality of propellers 8 for acquiring thrust; positioning means for positioning a position of the observation device 1; environment data acquisition means for acquiring environment data; observation position determination means for determining whether or not the observation device arrived at an observation position regulated by a prescribed height and a coordinate; rotation control means for, when the observation device arrived at the observation position, stopping rotation of a motor 6 connected to the propellers 8 or controlling rotation of the motor 6 for staying in a position in a prescribed range from the observation position for a prescribed time, then stopping the rotation of the motor 6; rotation re-start height determination means for, in free fall in which rotation of the motor 6 is stopped, determining whether or not the observation device reached a rotation re-start height at which rotation of the motor 6 is re-started; and rotation re-start means for re-starting rotation of the motor 6 when the observation device arrived at the rotation re-start height.SELECTED DRAWING: Figure 1
