To generate an efficient observation plan, when an observation requirement in a wide range is imparted, in an observation system for performing observation of a ground surface or the like by a sensor loaded on a navigation body.SOLUTION: An observation opportunity specification part 22 specifies a plurality of orbital paths capable of observing a region in an observation range based on the observation range shown by an observation requirement and on an orbital calendar of a navigation body, and specifies one or more observation scenes for observing the region in which the number of combined observation scenes becomes minimum by changing at least either of a scanning direction and an offnadir angle, in each specified orbital path. An observation plan determination part 23 determines a combination of observation scenes capable of observing the observation range as an observation plan.SELECTED DRAWING: Figure 1

    【課題】航行体に搭載したセンサにより地表面等の観測を行う観測システムにおいて、広範囲の観測要請が与えられた場合に、効率的な観測計画を生成可能にする。【解決手段】観測機会特定部22は、観測要請が示す観測範囲と航行体の軌道暦とに基づき観測範囲内の領域を観測可能な複数の軌道パスを特定し、特定された軌道パス毎に、走査方向とオフナディア角との少なくともいずれかを変更して、組み合わせる観測シーンの数が最少となる、領域を観測する1つ以上の観測シーンを特定する。観測計画決定部23は、観測範囲を観測可能な観測シーンの組合せを観測計画として決定する。【選択図】図1
