An estimated change degree calculation unit 24 calculates, on the basis of the theoretical performance of a brake unit 7, an estimated change degree, which is a degree of change in a traveling state of the vehicle 1, which is predicted to arise when a predetermined braking process is performed by the brake unit 7 while the vehicle 1 is traveling at a predetermined speed. An actual change degree calculation unit 25 calculates an actual change degree, which is a degree of change in actual traveling state of the vehicle 1, on the basis of a detection result of the movement status detection unit 21 when a predetermined brake process is performed while the vehicle 1 is traveling at a predetermined speed. A brake unit malfunction recognition unit recognizes a malfunction of the brake unit 7 on the basis of a difference between the estimated change degree and the actual change degree.SELECTED DRAWING: Figure 1
