The area setting unit sets a collision-risk determination area to be used for determining whether or not an own vehicle 110 has a collision risk. The determination unit sets an own vehicle collision-risk determination area 511 that is a collision-risk determination area of the own vehicle on the basis of the driving data, specifications, and environmental data of the own vehicle. The determination unit also acquires, from an inter-vehicle communication device 116, an other vehicle collision-risk determination area 531 that is a collision-risk determination area of the other vehicle that is a collision-risk determination target with the own vehicle 110 set by the other vehicle. The determination unit determines the collision risk between the own vehicle 110 and the other vehicle using the own vehicle collision-risk determination area 511, the other vehicle collision-risk determination area 531, and the environmental data.SELECTED DRAWING: Figure 5
