PROBLEM TO BE SOLVED: To provide a heat radiation controlling element with higher emissivity than before while keeping sunlight absorptivity at the same level with before, and to provide a manufacturing method thereof.SOLUTION: A heat radiation controlling element comprises an inorganic material substrate 10 containing either of quartz and inorganic glass, and a reflection membrane 80 provided at one face side of the inorganic material substrate 10. The inorganic material substrate 10 has a structure S that independent multiple convex parts 10a are arranged in two dimensions on another face side of the reflection membrane 80.SELECTED DRAWING: Figure 6
