PROBLEM TO BE SOLVED: To enable a driver to quickly and reliably recognize a pedestrian having a risk of collision even in a situation where it is difficult for the driver to recognize the presence of a pedestrian, such as at night, for example.SOLUTION: An on-vehicle terminal device determines a risk of collision based on position information of a pedestrian and position information of a vehicle, generates lighting instruction information for lighting an indicator light carried by a pedestrian who has been determined to have a risk of collision with a predetermined lighting color, and sends the lighting instruction information to a pedestrian terminal device over a communication between the pedestrian and the vehicle. The pedestrian terminal device receives the lighting instruction information transmitted from the on-vehicle terminal device and turns on an indicator lamp based on the lighting instruction information.SELECTED DRAWING: Figure 7
