PROBLEM TO BE SOLVED: To provide a mobile electronic apparatus and the like that can appropriately learn situations when a user crosses a road, and perform a process suitable for the situations.SOLUTION: A mobile electronic apparatus (for example, a smart phone) includes a situation detection unit for obtaining first information and obtaining signal information by short-range wireless communication with a roadside device, and a controller.
