PROBLEM TO BE SOLVED: To provide a mobile electronic apparatus and the like that can appropriately learn situations when a user crosses a road, and perform a process suitable for the situations.SOLUTION: A mobile electronic apparatus (for example, a smart phone) includes a situation detection unit for obtaining first information and obtaining signal information by short-range wireless communication with a roadside device, and a controller. The controller identifies the position of a user on the basis of the first information, and performs a setting process of giving notice of the user's state if it determines that the user is in an area where passage is prohibited on the basis of the user's position and the signal information.SELECTED DRAWING: Figure 5
