PROBLEM TO BE SOLVED: To make at least one cargo handling vehicle a manned operation state and make respective drivers take a rest in the same degree.SOLUTION: A management device causes a threshold pattern storage unit to store a threshold pattern, in which combinations of a plurality of thresholds are determined in advance, so that the total value of a plurality of thresholds included in threshold patterns which are combinations of thresholds applied according to the number of times that drivers take a rest and which correspond to the respective drivers falls within a predetermined error and at least one cargo handling vehicle is in the manned operation state, and reads an acquired threshold for each driver according to the number of times of rest from the threshold pattern storage unit. On the basis of the read threshold and a driver's fatigue degree, it is determined whether the driver is fatigued or not. If it is determined that the driver is fatigued, unmanned traveling instruction information for instructing a cargo handling vehicle on which the driver gets to switch the operation state from the manned operation to the unmanned operation and the cargo handling vehicle switches the operation state from the manned operation to the unmanned state.SELECTED DRAWING: Figure 5
