PROBLEM TO BE SOLVED: To accurately estimate the state of a storage battery.SOLUTION: Provided in a battery monitoring device (30) are: a steep change condition determination unit (301) for determining whether or not a current (I) flowing in a storage battery (10) or a voltage (V) of the storage battery (10) satisfies a steep change condition that there is a change exceeding a prescribed value within a prescribed time; a resistance function identification unit (302) for identifying, on condition that the steep change condition is satisfied, a resistance function (R(I)) that is a function of the internal resistance of the storage battery (10) to the current (I); and a specific current calculation unit (304) for calculating, using the identified resistance function (R(I)), a specific current (Ic) that is a current (I) at the time a specific load (14a) is connected to the storage battery (10).SELECTED DRAWING: Figure 2
