PROBLEM TO BE SOLVED: To propose an effective evaluation index and a use method thereof, for evaluation of an energy-saving operation execution state of a vehicle driver or motivation to energy-saving operation execution.SOLUTION: A vehicle travel section is divided into a plurality of unit travel sections Si up to an end point from a vehicle travel start point, and assuming an inertia travel distance as Dii and a braking travel distance as Dbi in the unit travel section Si to a travel distance Di in the unit travel section Si, Ec=Σ(Dii +Dbi)/ΣDi is set as an energy-saving travel evaluation index.
