PROBLEM TO BE SOLVED: To provide a signal control system, signal control device, traffic signal controller, and computer program that can achieve merits of a step-by-step control method even if their control method is a table control method.SOLUTION: A signal control device comprises a transmission unit that transmits a signal control command including time table information and an update time point to the time table information to a traffic signal controller. The traffic signal controller comprises: a reception unit that receives the signal control command; an acquisition unit for acquiring the number of seconds at each of all or part of a plurality of stages on the basis of the received signal control command; an update unit that updates the number of seconds at a prescribed stage included in a cycle at a time point of receiving the signal control command to the acquired number of seconds if an update time point is a prescribed first time point, and updates the number of seconds at a stage in a next cycle at the time point of receiving the signal control command to the acquired number of seconds if the update time point is a second time point; and a step-by-step control unit that makes each stage take a step on the basis of the updated number of seconds.SELECTED DRAWING: Figure 1
