A computer generates European Train Control System (ETCS) interlocking data based on conventional control signals in an existing railway network. First, an ETCS data tooling 24 receives geographic configuration data 25 (e.g. comprising a topographical map of the existing network). This data is extended by applying ETCS signalling design to generate ETCS configuration data 26, e.g. by replacing signals with block markers and determining balise locations. The ETCS configuration data is passed to an interlocking generator 27 which combines it with an existing trackside interface definition received from conventional interlocking 21 to generate ETCS interlocking data, which it outputs to an ETCS interlocking 22. Additionally, the ETCS configuration may be passed to a Radio Block Centre (RBC) compiler 28 which uses it to compile RBC data which is output to an ETCS RBC 29. Thus, the existing conventional trackside interlocking and signalling system may be converted to a signal-less ETCS system whilst retaining the existing system, allowing switching between the two.
