A system and method 300 for controlling traffic lights, such as those at an intersection or junction, in such a way as to optimise the fuel efficiency of the vehicles in the vicinity of the lights. The system receives data on kinetic energy and the time to an intersection from the plurality of vehicles 305 and determines an optimised timing of the traffic lights 320 based on the received data. The timing of the traffic lights will then be modified 330, possibly by adjusting the time the light spends on green and red. The system may further send speed adjustment requests to the vehicles 325 such that the kinetic energy loss is minimised. The system may also predict the likelihood of a vehicle complying with such a speed adjustment request 310.
