A traction recovery control apparatus includes: a slip state determiner configured to determine whether a driving wheel of a vehicle is in a slip state or in a traction state based on a slip speed of the driving wheel with respect to a road surface, and a slip threshold and a traction threshold; and a limit cycle generator configured to output an increase/decrease signal for gradually increasing or gradually decreasing a driving force of the driving wheel based on a determination result of the slip state determiner, and generate a limit cycle passing through a traction force maximum value between the driving wheel and the road surface.
