A steering wheel hands-off detection system is disclosed and is used in the field of autonomous driving technologies. The system in this application includes a first conductive layer, a second conductive layer, an insulation layer, and a processing module. The insulation layer is disposed between the first conductive layer and the second conductive layer, and a distance between the first conductive layer and a surface of a steering wheel is different from a distance between the second conductive layer and the surface of the steering wheel. The processing module is configured to: identify a holding status of the steering wheel based on a ratio of a first capacitance value to a second capacitance value, and further determine, based on the holding status of the steering wheel, whether the steering wheel is in a hands-off state. In this solution, two states of holding the steering wheel without a glove and holding the steering wheel with a glove can be effectively identified based on the ratio of the capacitance values of the two conductive layers, and whether the steering wheel is hands-off is further determined based on the identified holding status of the steering wheel. This ensures that steering wheel hands-off detection can be implemented when the steering wheel is held without a glove and when the steering wheel is held with a glove.
