Provided is a motor controller in which a total motor torque can be changed at a constant rate if maximum torques that can be generated by winding groups of a plurality of systems lose their balance. An upper limit of a first assist control amount (Ias1*) for a first winding group or a second assist control amount (Ias2*) for a second winding group may be limited to a value smaller than the original upper limit. In this case, an ECU calculates the first assist control amount (Ias1*) and the second assist control amount (Ias2*) so that the first assist control amount (Ias1*) and the second assist control amount (Ias2*) reach their upper limits at the same timing relative to changes in absolute values of steering torques (τ1, τ2).
