When a malfunction such as a disconnection or a fixing of the switching elements occurs in the first or second assist systems on the basis of the judgment result of the malfunction judgment function, the assist amount switching part 36 supplies the assist amount Tf received from the malfunction state assist amount calculation part 35 to the part 37 and 38. When a malfunction occurs in the second assist system, the part 37 drives the motor 15 by using the assist amount Tf. When a malfunction occurs in the first assist system, the part 38 drives the motor 15 by using the assist amount Tf.
