A corresponding optimization scheme is generated; the construction process of the recommendation system specifically comprises the following steps that S101, historical traffic data are obtained, an initial multi-dimensional matrix is constructed, and elements in the initial multi-dimensional matrix represent the maximum vehicle average delay value of a specific traffic scene under a specific signal control scheme; s102, complementing uncovered traffic scenes in the initial multi-dimensional matrix by adopting a BiasSVD (Singular Value Decomposition) algorithm to generate a dense matrix; and S103, constructing a recommendation system according to the dense matrix. Compared with the prior art, the intersection signal control parameters with problems can be automatically diagnosed, and corresponding modification guidance is provided.
