The invention relates to a non-initiating explosive device locking and releasing device which comprises a load connecting mechanism, a locking base, a pin puller, a pressing rod, a fastening piece, an unlocking sliding block and an unlocking spring, the upper end of the pressing rod is connected with the load connecting mechanism, the lower end of the pressing rod is located in the locking base, a guide supporting piece is arranged in the locking base, and the pin puller is arranged on the locking base. The upper end of the unlocking spring is connected with the guide supporting piece, the lower end of the unlocking spring is connected with the unlocking sliding block, and the unlocking sliding block can be assembled on the lower portion of the guide supporting piece in an up-down sliding mode. The locking base is further internally provided with two sets of fastening pieces symmetrically arranged on the two sides of the guide supporting piece, the middles of the fastening pieces are hinged to the locking base, the lower ends of the two fastening pieces are both provided with idler wheels in rolling contact with the guide slopes on the two sides of the unlocking sliding block, and the upper ends of the fastening pieces are provided with clamping sections clamped with the pressing rods in a matched mode. The pin puller is installed on the side wall of the locking base and can clamp and release the unlocking sliding block.
