The invention provides a separating and releasing mechanism of stacked panel satellites and a carrier rocket. The separating and releasing mechanism comprises a pressing rod support suitable for being switched between a press-fit state and an unfolding state, in the press-fit state, the pressing rod support is suitable for being pressed on a first panel satellite on the uppermost layer of a satellite stacking column, and in the unfolding state, the pressing rod support leaves the position above the first panel satellite; the extension part is provided with a head end and a tail end which are opposite to each other, and an axial channel is formed in the extension part; the clamping jaw is exposed out of the tail end of the extending part and connected with the tail end of the extending part, the clamping jaw has an opening state and a closing state, and the normal state is the opening state; and the extension part recycling assembly is connected with the head end of the extension part and used for driving the extension part to be recycled towards the rocket body of the rocket. The satellite separation time sequence can be controlled, and the collision risk is reduced.
