The invention relates to a moving body operation management device which is configured to set an exclusive section when the operation of a certain moving body hinders the movement of a channel of another moving body. When the exclusive section of one of the two moving bodies and the exclusive section of the other moving body are adjacent to each other, the movement of the one moving body on the shortest path to the next moving destination is blocked by the exclusive section of the other moving body. The present invention selectively issues a first operation instruction and a second operation instruction by comparing the arrival time of the one to the next movement destination in accordance with a first operation instruction for moving the one to the next movement destination along a path that bypasses an exclusive section with respect to the other, and a second operation instruction for moving the other to the next movement destination along a path that bypasses the exclusive section with respect to the other. The second operation instruction causes the one to move to the next movement destination in the shortest path after the exclusive interval with respect to the other is released.
