The invention relates to an anti-collision beam assembly and a vehicle, the anti-collision beam assembly comprises an anti-collision beam framework, the anti-collision beam framework comprises an anti-collision beam and a mounting base, the anti-collision beam and the mounting base are arranged in a spaced mode, and a telescopic limiting assembly enabling the anti-collision beam to move in the direction close to or away from the mounting base is connected between the anti-collision beam and the mounting base; the rotating arm supporting frames comprise first supporting arms and second supporting arms which are rotationally connected with each other, and the rotating arm supporting frames are symmetrically arranged on the two sides of the telescopic limiting assembly in pairs and rotationally connected with the anti-collision beam and the mounting base; and the elastic buffering pieces are symmetrically arranged on the two sides of the telescopic limiting assembly in pairs and connected with the rotating arm supporting frame and the anti-collision beam framework so as to drive the anti-collision beam to move in the direction away from the mounting base. The elastic force of the elastic buffering piece can absorb and buffer collision impact force, and collision damage is reduced. After the collision is finished, the collision force at the front end of the anti-collision beam disappears, and the whole anti-collision beam assembly can be restored to the initial stable state through the pulling force of the elastic buffering piece.
