The invention belongs to the technical field of nuclear power, and particularly relates to a device for crushing underwater hard impurities and an underwater cleaning robot. According to the device, water flow pressure is formed through rotation of the propeller, hard impurities are sucked, the blades can provide suction and discharge thrust for the smashing device, the reamers can synchronously assist in enhancing water flow to effectively resist water resistance, one driving mechanism drives multiple devices to work synchronously, and meanwhile more functions are achieved. Sucked hard impurities are subjected to multi-stage grinding through cooperation of a reamer, a grinding disc and a cross cutter, and control over the particle size of discharged powder particles is guaranteed through a filtering disc. The crusher can effectively adapt to crushing of crustacean hard marine organism impurities and the like in a seawater medium in a tunnel or a forebay.
