When a plurality of moving bodies want to enter an intersection from different directions at the same time, the plurality of moving bodies can pass through the intersection in an appropriate order. A control device is provided with: an information acquisition unit that acquires performance information relating to at least one of an avoidance performance for avoiding a collision with an obstacle and a mitigation performance for mitigating an impact when the collision with the obstacle, for a plurality of moving bodies that can be moved by unmanned driving; and a control unit that controls the unmanned driving of at least one moving body among the plurality of moving bodies, and when the plurality of moving bodies want to enter the intersection from different directions at the same time, controls the at least one moving body so that the plurality of moving bodies pass through the intersection in the following priority order, and controls the at least one moving body so that the plurality of moving bodies pass through the intersection in the following order. The priority order is determined in a descending order of at least one of the performances using the performance information.
