Embodiments relate to a system wherein the system is operable to determine a road surface condition wherein the road surface condition is at least one of ice, wet, and snow; adjusting the safety distance value of the vehicle based on the road surface condition; detecting the vehicle type, speed and visible roof area of the target vehicle; determining an uphill road on which the vehicle is approaching; determining that the target vehicle is decelerating based on the real-time speed change of the target vehicle; and determining a collision avoidance action for the host vehicle to avoid collision with the target vehicle.
