The flight control unit controls an internal combustion engine for driving the lift rotor by providing a lift control command and provides a steering control command for a motor for driving the steering control rotor as required to manipulate the air vehicle. In this way, the vehicle is manipulated in synchronization with a motor-driven steering control rotor device for controlling torque force and a separate fuel-driven lift control device for controlling linear force.
