The invention is suitable for the technical field of vehicle control, and particularly relates to a direct-cooling and direct-heating battery thermal management system and method and a vehicle. The system comprises a heat pipe unit and a heat management circulation pipeline, the heat pipe unit is used for being attached to a battery, the heat pipe unit comprises an evaporation section and a condensation section, the height of the condensation section is larger than that of the evaporation section when the battery is attached, and a refrigeration runner and a heating runner are arranged in the heat management circulation pipeline. Heat transfer is carried out between the refrigeration flow channel and the condensation section so as to cool the heated phase change working medium in the condensation section, heat transfer is carried out between the heating flow channel and the evaporation section so as to heat the condensed phase change working medium in the evaporation section, and battery heat management is carried out in a heat pipe circulation mode. Therefore, the mass, the size and the system flow resistance of the battery thermal management system can be reduced, accurate regulation and control can be carried out according to the temperature at the distribution position, and the temperature control effect of the thermal management system is improved.
