The method comprises the steps that control information used for controlling a target mobile device is collected, object control information is obtained, the object control information is used for indicating the control behavior of a target object on the target mobile device in response to movement of surrounding obstacles, and the surrounding obstacles are obstacles around the target mobile device; and according to the object control information, determining a motion intention label of the surrounding obstacle. According to the invention, on the basis of mechanically deducing the future motion state of the obstacle only according to the historical motion state of the obstacle in the existing prediction technology, the prediction and decision-making thinking of human beings is endowed to the automatic driving algorithm; therefore, the problem that the prediction technology in the prior art cannot simulate the prediction behavior and consciousness of the human to the obstacle can be solved.
