The system comprises a hydrogen supply unit, a fuel cell unit, a control unit and a driving unit, the control unit is respectively in telecommunication connection with the hydrogen supply unit, the fuel cell unit and the driving unit, the fuel cell unit is connected with the hydrogen supply unit, and the driving unit is connected with the fuel cell unit; the fuel cell unit comprises at least one hydrogen fuel cell module connected with the hydrogen supply unit and a starting cell connected with the hydrogen fuel cell module, the control unit controls the hydrogen fuel cell module and the starting cell to output power to the driving unit, and the hydrogen fuel cell module charges the starting cell. Compared with the prior art, the output voltage range of the hydrogen fuel cell and the voltage range of the starting cell are reasonably designed, the appropriate motor driving controller is matched, the weight of the unmanned aerial vehicle is reasonably reduced, the power consumption of the unmanned aerial vehicle is reduced, and the operation time of the unmanned aerial vehicle is prolonged.
