The embodiment of the invention provides a steel beam turning-over device and method. The device comprises a first turning-over assembly, a second turning-over assembly, a first crane and a second crane, wherein the first crane and the second crane are oppositely distributed. The first ends of the first turning-over assembly and the second turning-over assembly are used for being fixedly connected with the first position and the second position of a steel beam correspondingly, and the second ends of the first turning-over assembly and the second turning-over assembly are both fixedly connected with the first crane and the second crane. The first crane and the second crane are used for driving the first turnover assembly and the second turnover assembly to lift and/or translate; when the steel beam is turned over, the first turning-over assembly is static, and the first crane and the second crane drive the second turning-over assembly to ascend and translate towards the direction of the first turning-over assembly at the same time until the turning-over action of the steel beam is completed. The problem that the length coverage range of a steel beam is insufficient during hoisting of double travelling cranes is solved, and the problem that hoisting and turning cannot be achieved due to the fact that the length coverage range of the double travelling cranes is limited when the dead weight is large, the length is short or a special-shaped steel beam block turns over is effectively solved.
