According to the first energy consumption value and a first preset energy consumption value, a target slope factor is determined, the target slope factor is used for indicating the steep degree of the first preset distance, and the first preset energy consumption value is the energy consumption value of the to-be-managed vehicle when the to-be-managed vehicle runs on the flat road. And determining a target energy management strategy according to the target slope factor and a first preset corresponding relationship, the first preset corresponding relationship being a corresponding relationship between a plurality of preset energy management strategies and a plurality of preset slope factors, and the plurality of preset slope factors including the target slope factor. Therefore, the accuracy of the determined energy management strategy is improved.
