The method comprises the following steps: acquiring lane-level navigation information, and determining a vehicle driving target lane according to the lane-level navigation information; determining a passable lane sequence according to the lane identifier of the vehicle driving target lane; determining a target lane sequence from the passable lane sequence according to the safety index and the efficiency index of the passable lane sequence; determining the optimal lane changing distance of the vehicle according to the navigation recommended lane changing distance and the lane traffic information of the target lane sequence; and determining a target driving route of the local vehicle according to the optimal lane changing distance of the vehicle and the vehicle lane changing position distance between the vehicle position of the local vehicle and the latest lane changing position of the target lane sequence. According to the method, the driving safety and the passing efficiency of the local vehicle driving on the target driving route obtained based on the lane-level navigation planning are improved.
