The invention discloses a propeller structure, a vector propeller and an underwater robot, and relates to the technical field of underwater robots, the propeller structure comprises a first overflowing pipe, a second overflowing pipe and a driving device; the water inlet end of the first overflowing pipe is communicated with the propeller; the water inlet end of the second overflowing pipe is rotationally connected to the water outlet end of the first overflowing pipe around the central axis of the first overflowing pipe and is communicated with the water outlet end; the second overflowing pipe extends along a first path, and the first path is provided with a first branch path parallel to the central axis of the first overflowing pipe and a second branch path perpendicular to the central axis of the first overflowing pipe; a fixed part of the driving device is mounted on the first overflowing pipe, and a movable part of the driving device is connected with the second overflowing pipe; and the driving device drives the second overflowing pipe to rotate so as to change the water outlet direction. The propeller structure disclosed by the invention can solve the technical problem that a propeller structure of an existing underwater robot is difficult to have the advantage of convenience in installation and maintenance of a fixed propeller and the advantage of high steering speed of a vector propeller at the same time.
