A vehicle-road cooperation multi-vehicle path planning and road right decision-making method comprises the following steps: integrating environmental information collected by a sensing module (11) of a roadbed unit (1) and environmental information and vehicle information collected by vehicle sensing equipment through the roadbed unit (1), carrying out target identification by combining edge calculation, and further carrying out real-time path planning in a limited area of multiple vehicles; the intelligent network connection vehicle with the path and instruction execution and road right decision-making functions is used for executing the road right decision-making and the path planned by the roadbed unit (1), so that the vehicle passing efficiency and the multi-vehicle interaction reasonability are improved, and the road right decision-making of the regional road section is further improved. The invention further relates to a vehicle-road cooperation multi-vehicle path planning and road right decision-making system (100) and the roadbed unit (1).
