The invention relates to a motor locked-rotor protection method which comprises the following steps: a torque prediction step: predicting the maximum available torque of a motor within a preset time; and a locked-rotor pre-judgment step: comparing the predicted maximum available torque with a preset torque threshold value, and when the predicted maximum available torque is smaller than the preset torque threshold value and the absolute value of the current rotating speed of the motor is lower than a preset rotating speed value, pre-judging that the locked-rotor of the motor occurs within a preset time. The invention further relates to a motor stalling protection device and a storage medium.
