The present invention relates to a vehicle steering control device, a steer-by-wire system, and a control method for a steer-by-wire system. Open-loop control is performed on the steering motor on the basis of the rotation angle of the motor shaft before the abnormality of the rotation angle sensor is detected, and on the basis of information on a reaction force generation device that imparts a reaction force torque to a steering wheel. As a result, control of the steering angle can be continued even if the rotation angle sensor of the steering motor fails while suppressing an increase in system cost.
