The invention provides a travel track generation device, a vehicle control device, and a computer readable medium storing a travel track generation program. The control device calculates availability of the vehicle indicating a range that the vehicle can reach by operation of the actuator, and generates a first travel track within the range of availability, the first travel track being a travel track for causing the vehicle to travel along a lane ahead of the vehicle than a current position. In a case where a lane includes a curve and a first travel track cannot be generated within a range of availability, the control device sets a target position before the curve and generates a second travel track within the range of availability, the second travel track being a travel track for stopping the vehicle at the target position.
